Brief Bio


Paul Scowen is a Senior Research Astrophysicist at the NASA Goddard Space Flight Center. His research interests have been focused on a better understanding of both the formation and evolution of massive stars and how they shape the evolution of galaxies. He also has experience developing ultraviolet instruments and missions to leverage the diagnostic lines in the ultraviolet to gain new insight into these critical objects. In his early career Scowen was a member of the HST-WFPC2 IDT straight out of grad school and worked on the initial servicing mission and repair of the Hubble Space Telescope. Once fixed, he engaged in a series of science programs with the Observatory, including being part of the original Pillars of Creation program, as well as others: Crab Nebula Movie, the Bubble Nebula, and 30 Doradus. Scowen led an effort in the mid-2000's through 2020 to define a UV-visible mission concept named HORUS - this work laid the foundation for both a space-based widefield UV-visible imager and UV spectrograph that informed later efforts such as HabEx and LUVOIR at a larger scale. A derived study that was inspired by HORUS was the Star Formation Camera which was one instrument concept in the mission concept named THEIA that directly informed the 2010 Decadal Survey. Based on this work, Scowen then served as the Instrument Scientist on the HabEx STDT for the Ultraviolet Spectrograph (UVS) instrument on that concept, that then went in to the 2020 Decadal and helped shape the drivers for what has now become the Habitable Worlds Observatory (HWO), the top recommended priority of the 2020 Decadal. Scowen now serves as the Instrument Scientist for the Ultraviolet Instrument (UVI) for HWO which includes both the UV-MOS, the multi-object spectrograph, and the UV-IFU, the integral field unit.

Research Interests


Massive Star Formation and Evolution

Astrophysics: Stars

The interplay between massive stars and star formation in the surrounding environment. This interest extends both to detailed studies of the physics and dynamics of the gas and dust around regions of high mass star formation, as well as to the study of global effects (e.g. self propagating star formation) in other galaxies. The intent is to use the microphysics we have learned about in nearby star formation regions to tell us more about how larger systems propagate star formation and ultimately affect global modes.


Space Mission Development

Astrophysics: Technology & Missions

Space Mission Development with personnel at NASA Goddard and universities elsewhere. This development has included serving as design lead on the Ultraviolet Spectrograph for the Habitable Exoplanet Imaging Mission (HabEx) concept; and the instrument assembly and test engineer for the SPARCS Cubesat. He also leads a mission concept for an Explorer mission (Polstar) as Mission Project Scientist.


Ultraviolet Instrumentation Design and Development

Astrophysics: Technology & Missions

Instrumentation Development for both ground-based and space-based applications. Lead role in the development of the UV Astrophysics program at NASA Goddard. He maintains a laboratory at Goddard equipped for UV optical testing and calibration that includes a medium sized TVAC chamber equipped with UV-critical contamination sensors (TQCM, RGA) and is equipped with a VUV monochromator and NUV camera. The chamber is capable of heating to bakeout temperatures for cleaning (> 100 C) and cooling for space simulation testing (down to LN2 temps).

Technology & Missions

Serving in the Project Office as the Ultraviolet Instrument (UVI) Instrument Scientist for the Habitable Worlds Observatory (HWO) and the Technology Maturation Planning for UV-Vis technologies necessary for the mission.  


Next Generation Microshutter Arrays

Technology & Missions

Currently serves as the civil servant lead for the Next Generation Microshutter Array program at Goddard to advance the technology now flying on the JWST mission to provide multi-object spectroscopic capabilities for future UV missions like the Habitable Worlds Observatory. The new design focuses on larger form factor, better contrast performance open-to-closed shutter, better blade flatness, better yield and improved control electronics.
